
SSV to Conduct the Environmental and Social Scoping Study for the NRW Reduction Project in Amman
Jordan’s Ministry of Investment, through its Public-Private Partnership (PPP) Unit, has partnered with Miyahuna and the International Finance Corporation (IFC) to launch a landmark initiative aimed at reducing non-revenue water loss in Amman. SSV in collaboration with Dar Al Omran (DAO), has been appointed as the lead consultant to conduct an Environmental and Social (E&S) Scoping Study, ensuring compliance with local regulations, IFC Performance Standards (PS), and the World Bank Group’s Environmental, Health, and Safety (EHS) Guidelines. The study will identify and mitigate risks tied to infrastructure upgrades, construction, and long-term operation and maintenance (O&M) across Amman’s water network. Aligned with Jordan’s National Water Strategy to reduce national water loss to 25% by 2040, the project supports the $2.5 billion National Water Carrier Project by safeguarding sustainable water access amid climate-driven scarcity.
The initiative targets 17 distribution zones—including Marka, Sahab, Abu Alanda, and Jabal Al-Nasr—spanning a 3,700-kilometer network serving 212,000 subscribers (30% of Amman’s population). SSV’s E&S study will prioritize risk mitigation through site assessments, stakeholder engagement, and reviews of Miyahuna’s management systems, contractor practices, and water quality compliance. Key focus areas include occupational safety during rehabilitation works, community health impacts (noise, dust, access), historic pollution risks, and emergency preparedness. The study will also address social impacts on communities affected by the removal of illegal connections, coordinating closely with Miyahuna to manage grievances.
Performance-based contracts (10–15 years) will integrate all recommendations to upgrade infrastructure, enhance distribution efficiency, and align rehabilitation works with climate-resilient solutions. By embedding IFC PS and WHO drinking water standards into the project design, SSV aims to create a replicable model for PPP-driven water security in Jordan.
